On December 6th, Hindu news report says, Prathap Chandra Shetty (Congress), the newly elected MLC from the Dakshina Kannada local authorities constituency, has said that lack of funds was adversely affecting gram panchayats. He was four-time MLA from Kundapur constituency in Udupi district from 1983 to 1999, was elected MLC in 2003 from the Dakshina Kannada local bodies constituency.
